i’ve hacked together a program that might do this:
http://silicontrip.org/~mark/rescan_scsi

it needs to be called with the name of the service to be rescaned. Normally “IOSCSIParallelController” but i’ve left it open incase your machine doesn’t like it. You can also try IOServices or OSObject.
